Ok a bit of a dumb question. If a person who doesn't have diabetes ate rice or drink coke. Would their bg rise after.

Yes. Carbs will create a rise in BS levels for everyone. The non-diabetics will return to base very quickly because their natural insulin clears away most of the glucose. This doesn't happen with diabetics..

On Saturday we went out for a late breakfast, I had a large full English breakfast, my wife had a breakfast roll. I donated my toast to my wife. 2h after we started to eat, my BG was 5.0, she had a BG of 6.5.
So yes none diabetics do get increases in BG when they have lots of carbs.
(Bit unfair as my peak may have come after more than 2hr given what I had eaten)
