What my Mum used to do was boil and drain the rice, then pour boiling water from kettle over it while in the sieve.This got rid of the starchy gloop in the rice,
This gets rid of the starch in pasta as well.

Rice has a specific bacteria that isn't killed by heat. Ready meals have a additive that kills this bacteria. This is why rice can not just be reheated without the risk of food poisoning.

We have cooked and then frozen the rice in 300 gram containers for a good number of years, we then reheat them in the same container.

We have never had food poisoning in all this time.
