I think the reasoning behind it is that it is easy to get paranoid with your levels as there are so many factors that effect them, that is why they do the Hba1c test because it is an average of 8 - 12 weeks. Saying that you need to learn what works for you and you cannot do that without a monitor. Just don't get hung up on individual results as these can vary so much day to day even if you think that there as been no changes to your routine.
If your doctor will not give you a monitor they are readily available from numerous sources. Don't forget that these test are only an indication of your blood sugars at that point in time and an high one occasionally is not the end of the world
