Yes you can and it's a good idea to do this to check the effect of food/carbs eaten and the impact on your blood glucose levels.

With a blood glucose testing machine.
Your doctor may give you one from your surgery if he or she thinks its needed but most of them don't like T2 testing themselves.
I was T2 for 2 yrs I'm now T1, I ended purchasing my own they are quite reasonable priced and testing strips.
I was given a new one yesterday from my doctor but being T1 it's key to have one, but it helped me when I was T2 knowing what food effected me

Yes - for me a meter has been a vital (and self-funded) tool. Meters in themselves can be fairly cheap to buy but the test strips generally tend to be expensive. Hoever, @Rachox has some useful information on meters that use cheaper test strips (which, with apologies, I've lifted from one of her posts:

I bought the Spirit healthcare one, the TEE2. Strips are not too expensive. I am type 2, hba1c was 48 so just into diabetic. I was using meter seven times a day, first thing, first bite and two hours later. It has helped me find which foods spike my blood sugar, and helped me adjust quantities of carbs.
I think the biggest help controlling carbs was when I found out about Cauliflower mash, and Cauliflower rice.
I only test now if eating new food, or I don't feel well.
