How do they work out what restriction you get?

I can't seem to find any information on this online but I was just wondering how does the DVLA decide the length of restriction your license should be as there can be 1,2,3 or 5-year restrictions. My license is restricted to 2 years but when I got my provisional it was 3 years. I'd like to also note I do have epilepsy however, I have been seizure-free for 8+ years so I assume the diabetes is what is making my restriction shorter. I'm not bothered by the restriction but just curious as to what factors play a part in the length of time you are given

Diabetes, not having Jaffa Cake
If it’s a car license they will normally put you on a 3 year license. If it HGV they will put you on a 1 year license

For cars it’s no hassle as every 3 years you will get a renewal form you self certify your license will con back

HGV pcv is more of a pain
