Question on morning blood sugars

When is the right time to measure blood sugars in the morning? Woke up today and BS was around 5.8 but then rose to 7 as I lazed in bed and then fell again and is now 6.1

Is the rise to 7 very problematic?

That's just your liver being helpful, dumping glucose to help you start the day. If you want to measure fasting without having foot-on-the-floor rises show up and muddying the water, just have the meter on the nightstand and prick when you wake, and stick with that number.
