Carbs No's on pkts

This may be a silly question but, when reading the data panel on a pkt of pasta there were two carb's no's as follows
Carbohydrates 28g of which sugars 8g
which of these figures are the ones important in carb counting? :?:

Total carbs is what you need to count...28g.....that number includes the 8g sugars. If you only count sugars, you are misleading yourself as to the amount of carbs you are consuming. Pasta being a starchy carb will convert 100% to glucose.

Because if you are not a Diabetic then it probably doesn't really matter too much as all they are interested in is sugar content. However to a Diabetic the carb content does matter because the amount (overall) will affect your Bg levels. Packaging isn't labelled specifically for Diabetic's.
