Type 2 Is Fibre always subtracted from Carbohydrates?

when calculating carb content for (low) carb diets from fibre and carbs on food labels....

For example, on Tesco Granary Wholemeal bread food label:

------------ 100g --- slice
Carbohydrates 39.8g --- 17.5g
of which sugars 2.4g --- 1.0g
Fibre --------- 6.8g --- 3.0g -

Carbs_in_diet = Carbohydrates - Fibre = 17.5 - 3.0 = 14.5
for a slice?

Same for US Food labels?

So far I have not subtracted fibre/fiber in my foods, but I want to lower my daily carbs by eating less brown bread (don't eat white bread), porridge and pasta (don't eat white pasta and never eat rice) and want to use correct carb values.
 
In the UK, fibre is already subtracted from carb content on nutrition labels.
In the US, fibre is NOT subtracted.

As per @helensaramay, in the UK fibre has already been subtracted from the total, but is also listed separately anyway.

I have found in the past that fibrous carbohydrate, whilst not having a very large impact on postprandial blood glucose, did contribute to the overall glucose load in my body, and could measurably impact dawn phenomenon and cause general upward trends over time.

Got it right by luck when I used the Carb values without subtraction of fibre at the ASDA, Sainsbury and Tesco online websites.

Also do not subtract when using Official UK Nutrition data:

I'd tend to stick to one source.. I use the McCance and Widdowson makes life far easier.
 
@resander In the nutrition lists that I use Fibre is a seperate item from Carbohydrates, and this is how it's on the food packet / jar / container here.

I do not not buy any product from the US.
