Mealtimes - blood sugars what are we aiming for?

I have been a Diabetic Type 2 for a long time now and have always been reasonably happy with my fasting levels which are always between 6 and 7 This continues until breakfast time which today was 7.1 and two hours later was 7.4. This led me to experiment like others do on this Forum to check my levels at 1 hour post prandial and again two tests thereafter as follows:
Start 7.4
1hr pp 12.4
2hr pp 10.7
3hr pp 7.7
I know, I know - 12.4 is very high (the highest since I was diagnosed I think - at least that I am aware of) but I indulged myself today with white rice in my curry (could not get Basati - Indonesians don't like it very much) but it led me to question - are the low carbers among us endeavouring to maintain LEVEL readings throughout? Or do they or everyone consider that the two 'spikes' in my case above have a cumulative effect adding up to say four hours x three meals each day (two meals in my case because my breakfast is low carb) making at least eight to twelve hours a day unhealthy readings?
