Pre Diabetic or not?

I am Type 2. My sister recently had a OGTT. Her fasting BG was 6.4, and one hour after taking glucose it was 13.8, and at two hours it was 5.6.
That seems like she is normal, right? but I am a bit worried about that 13.8 reading. It looks to me as though her Phase 1 insulin response is shot, but her phase 2 is really good. Does that make her Pre Diabetic, or not? Or even fully diabetic? Or normal?
 
Did she do the OGTT at the doctors/clinic? They should give her the answer really, although it sounds too high to be non-diabetic. If it was a self administered test, she should see the doctor for a proper test.
