Understanding HbA1c Units. (DCCT - % vs IFCC - mmol/mol)

Probably a fairly technical question, but I've never been able to figure out why the DCCT% measurement isn't just one tenth of the millimole per mole figure.

One mole is 1000 millimoles right. So surely each 10 millimoles should be 1%.

What have I got wrong here?
