Why are my blood sugar levels always at 13.1mmol even at fasting when I eat they go up to about 14.1mmol are can't seem to get them to near normal I'm taken metformin twice a day.
Metformin does not reduce blood sugars much. You need to reduce the amount of carbs you eat. Reduce or avoid breakfast cereals, bread, potatoes, rice and pasta. Avoid fruit juice and fruit such as bananas and grapes. You should then find your blood sugars decreasing.
My blood sugars were 13 at diagnosis. Now they are around 5.3 and that is since I have stopped taking metformin.

I am assuming that you've been diagnosed as a type 2 diabetic?? Diet is arguably the most important area to look at and you need to realise that all the carbohydrates you eat turn into glucose.
One of the many functions of your liver, is to store glucose and (often) release it when the body needs an extra bit of oomph. So even without food, you have a background level of glucose that builds up if your body cannot use it. From my simplistic understanding, Metformin works to reduce this liver function and lower your background insulin level. It will not help much with your daily food intake.
If you've been on Metformin for a while and it's not sufficient for you to reduce your overall blood glucose levels, then you should really be talking to your medical team about alternative / additional medication and/or be prepared to change your diet.
