Type 2 Bodyfat burning BG "level"

Is there (scientifically or based on experience monitoring individuals using continuous glucose monitors) a specific blood glucose level below which insulin is sufficiently low for lipolysis to primarily occur from a calorie deficit diet in a non-insulin-dependent type 2 diabetic?

One of the few sources I found about this is:

ps: of course, the process is non-binary, ok? My question is what level lipolysis is relatively significant.
