Is there a type of chocolate that does not raise blood sugar for diabetics
 
Everyone is different and their BG is affected differently.
Chocolate, as with most food with carbs, will raise BG.
However, how much and when will depend on how many carbs are in the food, how much you eat and how much fat is in the chocolate (chocolate contains a lot of fat which slows down the carb absorption).

Many people find a small amount (a couple of squares) of dark chocolate is ok as a treat.

As far as I know, they all do; but lower carb, higher fat dark chocolate (85%+ cocoa) does have a more limited effect in small amounts.
