Interesting. My pack says 25g per 100g but the website says 18g and as you state the small pack on the website states 9g. If you scroll down to the FAQ section it also states:The Sukrin info is plain wrong. On the back of the package pf coconut flour that I have it says 25g carbs per 100g, on the website blurb it says 18g

If you click on the small back of pack pic next to the main pic of the coconut flour it does indeed say 9g !!!! Yet MY back of pack says 25g. The Tesco website says 9g also but there's an asterisk for 'typical values'

To reiterate, this is a UK website and the pack was bought in Tesco. The company which owns Sukrin Ltd is Norwegian but Sukrin Ltd is in Hove, nr Brighton. Norway in't in the EU but is a member of the European Economic Area.
As to the organic status, the pack front has an organic stamp on the front and an EU organic leaf logo on the back with the license #.
So anyway you look at it the info about carbs is confusing and misleading.
I don't feel inclined to bother with it, their carb figures feel like creative accountancy so I don't feel like I can trust them.
I'm going to look for another brand with accurate labelling !
