continious glucose monitor

Hi I have been told that I am to be put onto pump therapy for my type 1, after most of my queries have been addressed the major one still remains, I have reduced awareness of hypos and IF I go ahead with the pump, I feel that a CGM would be not just 'helpful' but essential, this has been proved when I was recently fitted with one for 5 days to get continious readings for the diabetic liason team, when I mentioned the monitor to the DLN, she said that the health authority absolutly would NOT supply a monitor, when I asked my GP if there was any way the practice could help she pointed me to the public health dept, explaining that thats the dept that deals with individual cases for medication< i.e specific drugs for cancer treatment and such like> today I got a call from my DLN basically asking why I had gone to public health after her stating that there was no way they would supply one, and, did I know how much both the monitor and sensors cost?

But basically what I'd like to know is, is it true that a health authority can not refuse a treatment on a cost basis alone?

It is a scottish health authority as I know the rules for english and scottish are slightly different.
