The DVLA appear to be testing an email system for medical enquires. (tried on 11 Feb 2018)
It has the word “Beta” at the top of webpage which is computer speak for something that should be working but might have a few rough edges.
I had an automated acknowledgement on filling the form and had a reply two days later.
