We have a major conflict of issues in this subject. Ring fencing or whatever of the NHS budget without linking it to social care funding.
The latter is funded and managed by local authorities. Their budgets are being cut in real terms. So when additions to the population require more and more social care spending, it cannot be funded.
So people in hospital, that could be discharged into social care and/ or home help, are stuck in hospitals. So we have gone back to the bed blocking problems.
Related to this issue is the privatisation of the NHS. Just look at the percentage of care homes and home care services that are privately owned. It is very close to 100%.
I have no problem with that as such, but supply and demand can be better balanced when services are paid for when needed.The overheads then do not sit in the Local Council departments
