1, At what blood sugar level do you have to be, before your body starts dumping excess sugar into your urine?
10 m/mmol. It is called the 'renal threshold'.
2, How long does it take a diabetic to process 1 litre of water out of there system opposed to a non diabetic person?
Not sure it makes a difference. Anyway this depends what you mean by 'diabetic' - do you mean someone with high blood sugar, or someone who has diabetes but is managing to keep their bg down?
3, Can a type 2 diabetic get there HbA1C level into the 4% range?
It may be possible BUT note this article in the British Medical Journal which says that there is "mounting evidence" that very intensive glycaemic control, eg 4%, actually increases mortality in Type 2. In other words it's not about getting HbA1c down to the lowest level possible, it's about keeping it balanced. Going too low is dangerous. http://www.bmj.com/content/342/bmj.d225 ... 36f05ef1ef

Certainly does and I have first hand experience. Cut out caffeine drinks last year and changed to decaff tea and coffee and noticed the difference in the space of a week, from going to the loo two or three times a night I can now sleep for 6-7 hours without feeling the need to go.
