Looking for help with installing Apple developer Account for Spike

Hi Everyone,
I use the libre with miaomiao and by having it attached to a pebble watch i have brought my HBA1C down to 42.
Now that cydia impactor wont work i am faced with the developer account.
Can anyone give me directions on how i correctly sign up for this as I dont want to throw the money away - things a bit tight to waste it.

There dont seem to be any instructions for people who are not technically minded in how to do this and what is correct - which is quite scary when i are paying such a lot for it
but thank you - at least i am in the right place
