Unfortunately individual levels aren't really enough to diagnose anyone. Having said that we are told to aim for levels less than 7.8 2 hours after a meal so depending on what the meal was that level is higher than I aim for.
My suggestion is that even if you are pre diabetic it is definitely worth taking it seriously and trying to address it. If you don't your levels are likely to go higher.
Let us know how the tests go. I also suggest reading around a bit before you get the results. This site has saved my life and the people here are amazing. By reading around you will be in a better position to deal with whatever news you get.
