Why is it that the moderators have given access to PMs from new members? What is the rationale behind this?
 
Moderators can't read anyone's PMs. The post from Anna which I think you are referring to states that now, members with less than 5 posts can read PMs received which before they couldn't. They still can't send PMs until they have 5 posts. Hope this helps.
 

Why should a new member be able to read private messages? Aren't private messages private? Please explain. Please define what a new member is? Is it joined by date or what?
 
New members, and all members, can only read THEIR OWN PMs.

Yes, she means they will be able to read any PMs which are sent to them! Not anyone else's.

In the previous system they had to have posted 5 times before they could read them. They do still have to post 5 times before sending a PM though
