I was diagnosed type 2 in May 18 and have counted carbs and reduced my HbA1c since then to 40/5.7.

Is it normal to get sore, raw elbows with diabetes? Just appeared overnight on both elbows, and it’s never happened before!

This may not be diet or even Diabetes related. I would advise seeing a medic if it doesn't clear up soon.
It could be a contact allergy, have you changed your washing detergent, fabric conditioner etc?
