I always scanned with the back of my phone as it allowed me to see the screen whilst scanning to check it has not automatically turned off. I cannot see the screen well enough to read it whilst scanning but I can see the glow from the screen which is enough to know it is still on.
It never occurred to me to try the other way around.
This has been the case with Samsung, Pixel and Huawei phones.

The NFC aerial is on the back of the phone.. Usually near the camera lense.
On some Samsung phones. (Older.) It can be part of the removable battery. If your NFC is inoperable & the phone has had a new battery at some point.? The aftermarket batteries (cheap replacements.) sometimes don’t have the antenna. You would see 4 connectors on an NFC battery on a Samsung. 2 are positive & negative for the battery. The other 2 for the NFC..
If this is the case. Scanning on the back of the phone where you know the battery compartment is, should help…
As previously stated the NFC centre that connects with the Sensor to collect data is located on the back of Samsung Devices so use that side of your phone to scan it
