I have never even seen a UK gas bill so I am probably not the best person to ask.
I would assume that if it's anything like our electricity bill then once you get to the kWh consumed you then need to multiply by the price per kwh to get to the amount billed before Vat and add vat on top of that. It is possible that price per kwh may vary on sliding scale depending on consumption i.e. First x kwh charged at y pounds per kWh, next z kWh charged at y+1 pounds etc.
I hope I did not confuse you further and that someone from the UK will come along to explain better soon.
