When do you claim disability allowance

Usually if you are hypo unaware and need a full /part time carer or have diabetic neuropathy restricting walking and for some other problems that come with diabetes, I get lower carers allowance as my hands shake and I am a danger to all if carrying hot things, trying to pour hot water from a pan/kettle can be interesting, and I am not safe with sharp knives for the same reason, so my allowance allows me to have someone come in at lunch time and make me a hot drink and if needed a snack.
