I Googled "American who refused to use a razor for a stint on a 60s TV show" and Cesar Romero came up.

Can't find that particular pic yet but I am sure it's
Plus you're 'No joke' clue fits that he was The joker in the Batman series.

The hat (the boater was being worn by Public Schools, including Harrow, Windsor and Eton.) I can't find a school for that hat.
At a guess this guy is a Politician.

To the best of my knowledge Paul Newman did not hold a dual British -Israeli citizenship.
