No it’s not made from beer though it is made from fermented fruits or grains that are turned to alcohol then to acetic acid then mixed with water to make vinegar. Vinegar is actually said to help control blood sugar. But there’s no alcohol in vinegar.

Can I ask why you thought vinegar might not OK for diabetics, while you don't worry about regularly eating seriously high sugar and carbohydrate stuff like cake/crisps/coke/sausage rolls/chips/pasta?
