If lowering your carbs below 20g per day doesn't get you into ketosis, you probably need to increase your fat intake (which will also help you satiety), and you might need to check your protein intake.

Measuring your blood ketones (in the morning) gives yo a more certain answer whether in nutritional ketosis or not, the urine sticks kan be misguiding (read more on www.dietdoctor.com).
To stay in ketosis 0,5 mmol you probably have to have 100 grams of carbs as a ceiling. Have you checked you blodketones in the morning.
