advice re some postings on feet

Can somebody explain to me please if you attempt and mainly keep your levels under control why are there so many postings re things like infections from scratches on feet or cracks in hard skin etc. Are diabetics more prone . Surely we are no different to "normal" people if the sugar levels are within the guidelines so why are these problems occurring, is it because of sugar levels not being controlled. I wash my feet and moisturise sometimes and take off the hard skin and as a norm cut my toenails as any person would do. Should I be doing more than this, just because I am diabetic.
 
It would affect people who had elevated blood sugars as that can lead to narrowing of the arteries and neuropathy.

Narrowing of the arteries means that infections will take longer to heal due to reduced blood flow.

Neuropathy means that you might not realised that you had damaged your foot in the first place.
