When applying for a driving license, it's not so much whether you're T1 or T2, it's how it's controlled. If it is with diet & exercise, no need to tell them. If you take insulin or certain drugs that may cause hypo's, you need to let them know. Go to DVLA website and more info is there, along with forms. As for car ins, you need to tell them but mine never went up. I read somewhere that because diabetes is a disability, it's against the law to penalise you, as long as DVLA confirm you are safe to drive. Basically, if you can control your diabetes then driving is ( generally ) not a problem. Maybe someone can post links to DVLA for you, I'm useless with computers lol !
