A dog can detect the specific scent on the human breath that is related to rapidly dropping or low blood sugar levels. If this is the case are there no breath testers or sensors that can do this?

With current technology we can detect changes in scent at the level of parts per million. Dogs can detect the changes at levels down to parts per trillion, so the basic answer to your question is 'no'. (At least to the best of my knowledge - I've never heard of such a device - maybe one day.)

As far as I'm aware there isn't currently a device to detect levels from breath.

I had assumed (so probably not worth very much) that diabetic alert dogs could detect hypos/hypers based on changes in your whole smell, not just from your breath. I have heard that your breath can smell like acetone when high, but I think you have to get very high for that to be noticeable. I can have on a few occasions when hypo, & having hypo sweats, noticed a funny twang to my sweat (delightful!) & that's why I had assumed the dog was alerting to your general scent rather than just your breath.
