My elderly mother has type 2 diabetes, diet controlled. She has been very drowsy lately and her pre-meal bg level just taken is 16.5. I am new to diabetes management. Should I be concerned?

It is a high reading, and sounds like she may need medication, or a tighter diet control. A lower carb diet can help reduce blood glucose levels. At 16.5 you have good cause to inform her doctor.

High sugar levels will make you drowsy.
Depending on when she tested, ideally fasting or 2 hours after meals, her results should be less than half of that.

Diet will play a massive part, so cut out the sweet stuff, cut back on carbohydrates, pasta, bread, rice, potatoes, cereals and even healthy things like fruit juice, bananas and grapes are high in sugar.

Get a GP appointment ASAP but if you need any more advice please just ask

And let us know how she gets on

It is high, and when my levels were that high I used to fall asleep.
What does she eat, if she is diet controlled?
It may be time for her doctor to consider metformin as well.
