BG targets in pregnancy as low as 3.5 mmol/l

I'm sure I've read various articles about official guidelines (can't remember fo which country but that doesn't really matter) for pregnant women being between 3.5 and ?? mmol/l instead of counting everything below 4.0 as hypo and a reason for treatment.

Does anyone have a link, as I can't find it anymore and can't remember where I've read it, and I've been asked for a source.
