Black beans in water

So I've weighed half a can which is 117g = 17.7 carbs.

It says its half but the rest of the beans leftover were hardly any definitively not half left im confused

I would doubt both cans now, as they're both 'black beans in water', so supposedly they hold the same ingredients and they also have the same 'of which sugars' amount. So where does the difference come from?

Either the canning company are thieves, something's wrong with your scales or something went wrong with the filling of the can.

I had a tin of cat food once that was almost only the sauce and 3 little pieces of food at the bottom. Things can go wrong.
 
I wonder if they included the water in the weight.
