just read something about it on this link, it seems diabetics often do get spots like that..

we diabetics do get excema and other skin conditions much more than the healthier people do, but if something do worry us , I think it is a good idea to have a GP look at it
it can just be plain age spots, or spots from having had too much sun light during ones life, and very othen it is people with a very fair skin that gets spots like that... but always let a GP or nurse look at it too
