I think you may mean 421 pmol/L? Ideally you need the reference ranges from the lab that conducted the test. But roughly this is pretty much a normal level for an overnight fasting blood test. If by random what you mean is a non fasting test, then you need to know how much carbohydrates you have consumed and how many hours prior to the blood test. Do you remember what you ate? Typical ranges 1 hour post glucose loads of 75g are 500-1200, so your test result looks borderline low assuming you had a carby meal 1 -2 hours before the test.

This MAY indicate LADA (late onset T1 with episodic insulin production) and doesn't look characteristic of T2. Why were you given the test? Have you had a chance to discuss with your diabetes team? There are many other factors that need to be considered.
