Has your daughter any problems at all, school, bullying perhaps ....? That might explain the stress that the GP thinks is to blame. What is the reason for the panic attacks is more what would concern me. Is the GP going to investigate that at all ? Perhaps use a counsellor.
As for the Bg readings, it all depends on EXACTLY when they were taken. Were they fasting levels, imediately on waking, or were they after meals, if so how long after a meal ? Bg levels fluctuate throught the day and night and are related to food/drink intake.
In my experience if a Diabetic drank a bottle of juice after a 2.9 reading I think it would certainly have been a lot more than 4.4. This would seem to support the Dr's view that she is not Diabetic.
However if you are still troubled by this then you need to see the GP and voice your concerns again, maybe get a second opinion.
