I honestly don't think any healthcare professional out there wants to give poor treatment or advice. I'm sure there are some docs who are better than others, but what profession doesn't ? I have seen docs many times and have also been lucky enough to work alongside them. Many problems arise due to time constraints in my opinion. There is so much pressure on a doctors working day. I think GP's for instance allow roughly 10mins per patient. Hardly time to get a good background knowledge of a patients condition.
