Great news! I applied on 17th November 2022 via the usual Diabetes forms, writing N/A or "See attached letter" as I have done since 2013. Not only did I get my licence on 10th February rather than 15 months later, but it is valid for 5 years rather than 3, which has been the case ever since August 1988!
 
Last year it took less than a week for me.
I think it is (relatively) straight forward if diabetes is our only "complication". I strongly suspect it was close to automated for me. Put it this way, it is unknown for my GP to respond within a week so I very much doubt the DVLA contacted them.
It stills sounds as if the DVLA is slow if you need to use snail mail and paper forms due to extra "complications".
 
Renewal this year included a new photo and sent paper through the post. Got the license a couple of weeks later :) Hopefully the long waiting/response times are over ...
