Fasting and Blood Sugar

I am Type2. When I recently had day surgery the hospital noted that by 2 p.m. I had a blood sugar of 9.5. Recently I have fasted to lose weight and find a similar blood sugar level in the early afternoon. This is higher than if I had consumed breakfast with some carbs. Is it the liver pushing sugar into the blood stream?
 
If you've not eaten, I must be liver
