A fasting test is just a measurement that can distorted by when you do it and if early enough, for example when rising could be skewed by something called dawn phenomenon. This is a normal function that your liver gives you a boost of glucagon to get you the energy to get you going.
If you do want a more stable fasting reading take a pre meal breakfast test about half an hour or more after getting out of bed. Then two hours after first bite.
