Please what can cause someone to be feeling dizzy if someone is hungry and don't eat on time
 
That is a sign of low blood sugar, regardless of whether diabetic or not.

Is it because you are out of your routine and late eating, or because you have been doing some exertion ?
 
I was feeling very dizzy (ended up kneeling down half way up the garden so I didn’t fall over!), then added to that fatigue and breathlessness. My GP phoned me after a blood test to say my folate level was below borderline (B9) I take a supplement now and all symptoms gone. Obviously I'm not diagnosing you and I’m not saying this is causing your symptoms but might be worth investigatin.
 
I get low blood pressure at time. It can happen when I exercise really hard and don’t eat right after. My blood sugar is usually okay but my entire body is stressed. I have naturally low blood sugar but with living healthier my body had to adjust to even lower blood pressure. I now get less dizzy. Also, sometimes I don’t drink enough.

First thing to do is check your blood sugar as it should be the first port of call for a type 1 .
 
Feeling dizzy when hungry, known as hypoglycemia, occurs due to low blood sugar levels. When you delay meals, the body lacks glucose for energy, leading to dizziness. Regular, balanced meals can help prevent this sensation. If dizziness persists, consult a healthcare professional.
There are many reasons to feel dizzy when hungry, not all relate to hypoglycemia. As a type 1 diabetic I can miss a meal if I choose to, and don't become dizzy or lack energy.
I agree with @jaywak though that the first thing for a type 1 diabetic is to check their blood sugar.
