If there are no physical trauma of any kind (bruised skin, abused ligaments, bone fractures, etc) then it points towards neuropathy.
But many other causes could be reason for such symptoms. So sequence of actions should be:
1. See your normal doctor, who can check for the first couple of 'ordinary things'.
2. He will send you to get xrays/scanning done if doubt of mechanical issues (fracture/kink of any of the many small bones in your foot, or trauma to any of your ligaments in your foot.
3. If the above comes out negative, then next step is probably to go and see a neurologist, as neuropathy is unfortunately not an uncommon long-term complication of diabetes.
