The solutions are for control tests on the meter. They sometimes supply 2, one will give a high reading and the other a low reading when a drop is placed on the test strip. Some meters come with just one solution which gives a reading within a pre-set limit.
It's like a calibration test, but it does no more than let you know whether your meter is reading accurately or not. If the results of the test using the solutions are outside of the limits, you should contact the meter suppliers/manufactures for a replacement meter.
