Glucose Tolerance Test

A recent GTT produced these results:
Initial: 6.5
After 2 hs: 4.5

My test history has a range of 6.0-6.3 fasting. My diet is low in carbs to avoid going to higher values.

Is it possible that the GTT gives values LOWER AFTER 2 hs than at the beginning after fasting overnight?

My GP thinks it is OK buy such a result does not seem to fit with my history.

The 6.5 was a fasting reading and fits your history. The 4.5 was not a fasting reading since you had the glucose. You are supposed to sit quietly for the two hours. If you had not had anything else afterwards (fasted again) I presume a liver dump would have put you back to 6.5 or so.
 
That two hour test is a normal reading, even if it is lower than your fasting.

If you can give us some more background, symptoms etc.
We may be able to suggest something.
What's your hba1c?
Do you have a monitor?

I have no symptoms and I limit my CH intake because I know that if I don't my fasting readings go above 6.5.
Based on this glucose intolerance I consider myself to be in the pre-diabetes category.
I have a meter and I have been using it at semi-regular intervals for a few years to see how I'm travelling. I also have a proper blood test once a year.
The GTT suggests that my body can process glucose very well. This is not consistent with my history.
Also, when I did the GTT I took a reading with my own meter. The initial reading was almost identical to the blood test. The second reading after 2 hs was 7.5 vs 4.5 from the blood test. This is a huge difference but 7.5 would be more consistent with my history.
Either my meter is rubbish or the blood test is wrong.

I to find that my BG is lower @ 2hrs after OGTT. I start @ ~5 and peak @ 55 min at BG= ~10 before reaching ~4 @ 2 hrs and will fall to the 3s before rising to the 4s @ ~3hrs.
This is because my secondary insulin response is OK but my pimary insulin response is shot to @*%
