Its the net carbs (i.e. the carbs excluding fibre) that raise your blood sugar so all low-carb diets are based on net carbs. There is always confusion between the US and europe because our rules about labelling insist that the carb count is net carbs, with the fibre shown separately. In the US the rules say that carbs must be the whole figure including fibre! So when Americans pick up an imported item in their supermarkets and see carbs = 6g and fibre = 5g, they think great this has only 1g of carb, when in fact it has 6g. If it was a US product it would be labelled carb = 11g, fibre = 5g, so the amount of carbs that will affect your BS (net carbs) = 6g.
