6 yrold child with type 1in someone else's care said she didn't need insulin. Accu chek monitor read 3.9 ie hypo and he just gave her toast and cereal. Bolus advice presumably wouldn't work with hypo alert on. Surely this can't be right??

Hello I have an ACCU-CHEK meter and it will not give insulin advice with a hypo reading. Mine tells me how many carbs to eat to get my blood sugar back up and then I check about 20 minutes later. You would never give insulin with fast acting carbs to get the blood sugar back up to a good level.
The meter is warning of a hypo and what action to take. Cereal and toast are excellent carbs to give to a child with a hypo. These are slower release carbs, so a quick acting solution could be 3 or 4 jelly babies, bread with jam, and just to keep testing. RRB

Well for a hypo you certainly do not give insulin  So nothing wrong with that.
Sounds as if the hypo was well overtreated as 10 -15 quick acting carbs is more than enough to treat a hypo.
