When I want to ask or post a question it only let's me post it in this section even though I'm not a child and when I want to post a question in any other categories there is no pencil sign to click?

Can you select the topic you want from this screen

Once you have selected I get 3 dots at the top right hand corner I click on there then I can select to start a new topic

Strange, just select Forums then click on Ask a Question, in the top right-hand side you should see Post a Thread in green, once you click on this you should be able to post in that section.
