Type of diabetes

I have had nothing to eat since 6.30am this morning, been drinking water throughout the morning but my blood level is still high. It was 12.7 this morning and just tested it and it is now 9.2. Don't know what I am doing wrong, can anyone advise please

Not eaten since 8 and levels today are stuck around 12 at the moment. If you find the answer please let me know.
